Police received a report of a shooting in the 700 block of Prospect at about 11:20 p.m., according to Charlottesville spokesman Ric Barrick.

What does who pays have to do with the article??.. the q is .. why was a troy man on prospect ave? OH, lemme guess, he went to market to buy a ........ you’ll figure it out… AND YES, we the tax payers do end up paying for it.
Who pays?
It depends.
If I were to have to visit the ER, after I cover the deductible, my insurance co would cover the cost.
If someone comes to UVA and is not fortunate enough to have insurance, sometimes the costs are covered by government programs such as Medicare and Medicaid or UVA covers it.
When a shooting victim arrives at a hospital ER, guess who eventually pays the bills in one way or the other?...........
Another shooting they are becoming an everyday occurance.
