Teenage victim identified in Fluvanna crash; charges pending

Virginia State Police have identified a teenager who died in a crash in Fluvanna County on Thursday night as Caitlin M. Conn, 14, of Palmyra.

Three other teens involved in the one-vehicle crash were flown to the University of Virginia Medical Center with life-threatening injuries, according to the state police.

Authorities caution that it’s early in the investigation, but said in a release that speed appears to be a factor but alcohol does not.

Matthew B. Rigsby of Palmyra, 18, was driving the 1997 Saab about 8:30 p.m. when it ran off Nahor Manor Road and struck a wooden fence, several mailboxes and two trees, according to the release.

His passengers were Dylan Saylor of Scottsville and Morgan Winters of Palmyra, both 15.

It appears that Rigsby was the only one wearing a seatbelt, the release said.

Charges are pending, according to the release.
