School achievement can go up, or down

Experience has shown that two cost-effective ways to improve the statistics and rankings used to judge performance of all students and teachers are:
—Either lower the achievement requirements,
—Or increase parental support at home to reinforce the classroom expectations.
Neither of these is an issues of race or adds to taxpayer burden.
